Short answer: no. To sell on ReserveBar.com, a brand does not need ShipCompliant or any other shipping compliance software. A licensed retailer in our network is the seller on every order. The retailer holds the license and ships the bottle, and ReserveBar collects sales tax at checkout. You need software like ShipCompliant only for orders you ship yourself under your own state permits.
What is ShipCompliant for?
Sovos ShipCompliant is compliance software for beverage alcohol. It is built for businesses that ship to consumers under their own licenses: wineries, some distilleries, and retailers that ship across state lines. Sovos lists features such as license tracking with alerts, compliance checks on each order, address and age checks, tax rates by address, and automated sales, excise and direct shipper reports.
The software prepares the work. Your business still holds each state license, ships each order and files each report.
Who handles compliance on a ReserveBar order?
ReserveBar does not ship your product under your licenses. We give shoppers a way to order from a licensed retailer. Here is who does what:
The licensed retailer sells the order, holds the retail license for that sale and ships or delivers it. It buys your product through your distributors.
The retailer also sets the final retail price. Beverage alcohol laws require retailers to set their own prices, which is why a bottle's price can differ between retailers.
ReserveBar runs the marketplace, collects sales tax and its service fee at checkout, and screens orders with fraud and verification tools.
At delivery, an adult 21 or older with a government photo ID must accept the order. Alcohol can't be left unattended.
The brand keeps its normal three-tier relationships: it sells to distributors, and distributors sell to retailers.
Because the brand never ships to the consumer, there are no direct shipper permits, shipment reports or state excise returns to manage for ReserveBar orders.
Compliance software vs a ReserveBar listing
Who sells to the consumer. Your own permits and software: Your business. ReserveBar.com listing: A licensed retailer
Licenses. Your own permits and software: You hold one in each state you ship to; the software tracks them. ReserveBar.com listing: The retailer holds its own
Reports and tax returns. Your own permits and software: Software prepares them; you file. ReserveBar.com listing: ReserveBar collects sales tax; no shipper reports for the brand
Spirits reach. Your own permits and software: Only states that allow direct spirits shipping (Sovos lists 39 that don't). ReserveBar.com listing: Where our retail partners ship or deliver, across most of the US
Wine reach. Your own permits and software: Most states, each with its own permit and limits. ReserveBar.com listing: Where our retail partners ship or deliver, across most of the US
Product supply. Your own permits and software: Your own inventory. ReserveBar.com listing: Retailer stock bought through your distributors
Shopper discovery. Your own permits and software: Not part of the software. ReserveBar.com listing: ReserveBar.com, plus advertising for eligible brands
When would a ReserveBar brand still use ShipCompliant?
Plenty of brands use both, for different orders.
A winery with a wine club that ships club and website orders under its own permits. The software helps with those. ReserveBar covers shoppers in the states the winery doesn't ship to.
A distillery that self-ships to the few states that allow it. Sovos lists 39 states that do not allow direct spirits shipping from out-of-state producers, so for most of the map, ReserveBar orders go through retailers instead.
A brand selling from its own website under its own permits. If you would rather not hold permits for your own site either, a licensed-retailer checkout does the same job there. Our LiquidCommerce Elements software and our sister company AccelPay both route website orders to licensed retailers. AccelPay explains the trade-off in Do I need ShipCompliant?
Do I need a liquor license to sell on ReserveBar?
You need the licenses any producer or importer needs to sell into the three-tier system, such as your federal permits and your distributor relationships. You do not need a retail license or a direct shipper permit for ReserveBar orders. The retailer holds the retail license for each sale.

What does Sovos ShipCompliant do?
